The National Olympic Committee of Albania is pleased to confirm our invitation to you that you establish a home here in Albania and work toward establishing the Global Academy for International Athletics here. The dream you have of a sports academy serving all of the smaller nations of the world, particularly those 96 which have never won an Olympic medal, we share with you. IiJ. fact, some Albanian historians believe that the idea of both the ancient Olympics and of the modern Olympics may have originated with Albanians. Certainly, there is evidence that the revival of the Olympics in modern times began with an Albanian industrialist, Vangiel Zhapa. Thus this Olympic Committee, the people of this country, and the Government of Albania will enthusiastically endorse your endeavors.

We are persuaded that the Global Academy for International Athletics will materially and culturally benefit Albania, thus we pledge our full support and invite you to move to Albania as soon as is feasible. Our letter to the U.S. Fulbright Scholars program, attached, confirms our interest and pledges our full cooperation.

Dear Fulbright Scholars Program Staff:

The National Olympic Committee of Albania is pleased to confirm to you that we met with Professor William Maxwell this past May, listened to his concept of the Global Academy for International Athletics and found the concept to be academically sound and very appealing as an opportunity for America and Albania to cooperate to help realize the dream of the ancient Greeks and the founders of the modern Olympics led by Baron Pierre de Coubertin.

That dream includes the notion that competitive sports not only teach children the vitally important concepts of fair play and self-discipline, which Plato saw as precursors to Justice, sports also help adults overcome barriers of racial, national, class and religious prejudices. The eradication of such prejudices ultimately will lead to greater good will around the world.

Prior to Professor Maxwell's arrival here, the National Albanian Olympic Committee had studied the Investment Prospectus and Business Plan for the Global Academy. We indicated in our meeting with him that we endorse the concept of the Academy and will invite him to reside in Albania for the purpose of establishing the Academy here. We are confirming that oral invitation. (please see our letter to Dr. Maxwell, attached.)

We are persuaded that the Global Academy for International Athletics will materially and culturally benefit Albania in a number of ways, a few of which we list here:

• Having such a talent identification and training facility here will greatly increase Albania's chances ofearning its first Olympic medal in the near future.

• The estimated economic impact of the Academy, $30,000,000 per year, will significantly affect Albania's foreign exchange position and thus stimulate additional capital and job creation in this country.

• Every nation desires to have cordial relations with its neighbors. Albania is particularly eager to cement good relations with our immediate neighbors, Montenegro, Kosovo Macedonia, and Greece. We think the Academy's location here will spur increased sports competition, sports tourism and sports cooperation within our region.

• Albania also wishes to cement good relations with our more distant neighbors,
Since most nations of North Africa and the Middle East under perform in the Olympics,our assistance to them via the Global Academy is expected to result in much good will and gratitude directed towards Albania and the Academy's American sponsors.

• The Academy is a research institution since all of its faculty members and coaches are expected to engage in fundamental or applied research. Since sports achievements depend largely upon healthy minds and bodies, we expect major research studies to be centered here and thereby attract funds from a variety of institutions, including governments concerned with health and disease prevention, medically and pharmaceutically oriented industries, major sports organizations such as FIFA, the NFL, The NBA, MLB, NHL, tennis and golf associations and others. Such research studies, we believe, will have an entirely positive effect upon the university and research climate in Albania.

To support our invitation to the Global Academy for International Athletics, the National Olympic Committee of Albania pledges to assist the Academy in the following ways:

• We will assist the Academy to become incorporated in Albania and enjoy a status equivalent to America's 501(c)(3) non-profit organizations.

• We will work with the appropriate Albania Government agencies to secure visas and work permits for non-Albanian employees of the Academy.

• We will work with the Albanian Foreign Ministry to acquaint all of the 96 nations that have never won an Olympic medal that our government is cooperating with the Global Academy to assist those nations' Olympic Committees and sports ministries in their ambitions to win their "fair share" of international athletic honors, not only in the Olympics and the World Cup, but in other sports endeavors as well, for example, golf and sports tourism.

• We will work with the appropriate Albanian government authorities to ensure that there will be no unreasonable restrictions on bringing into and taking out of Albania television broadcasting equipment used by television companies from around the world (When, for example, Turkey's Under 12 children play Brazil in soccer, we expect very great interest not only in those nations but in most of the smaller nations as well).

• We will work with the Academy and the Albanian Ministries of Sports and Education to ensure that full understanding exists. We contemplate forming an advisory council that will anticipate any misunderstanding and that will take immediate action to avoid any conflicts.

• We will assist the Academy to work with the Albanian Securities and Exchange Commission so that the Academy may have Government permission to seek private investors, including sports fans who may wish to share in the pleasure experienced by the ''privileged few" who win sports honors.

The Albanian National Olympic Committee is very pleased that the Fulbright Scholars Program is considering the application from Professor Maxwell and we are honored to support his application. Professor Maxwell will bring to Albania not only a very distinguished academic background, he is one of the few scholars in the world who has understood the profound implications and value of sports in building "a more perfect society."
